Important to note
Many companies do not know about the changes that are coming regarding learnerships and part qualifications in South Africa. And, if they do not know about them, they’ll probably not be able to acquire a BEE scorecard and will have an issue with their Workplace Skills Plan.
In a nutshell, all pre 2009 qualifications and unit standards, (legacy qualifications/unit standards), are being stopped or deregistered. The last date for registration on these qualifications is 30 June 2024. No new learner registrations against legacy qualifications will be accepted post this date.
What is the transition all about?
Moving away from traditional academic qualifications, the transition from legacy qualifications to occupational qualifications represents a shift in the education and training system towards industry-specific and job-focused credentials.
Why is this transition important?
Occupational qualifications are designed to fulfil the specific skills and knowledge requirements of different occupations and industries. Their goal is to bridge the gap between education and employment by equipping individuals with the practical skills demanded by the job market.
HOW DOES THIS IMPACT THE TRUST-BASED LEADERSHIP ACADEMY?
Unfortunately, our current Generic Management NQF Level 4, (SAQA ID #57712), and Generic Management NQF Level 5, (SAQA ID #59201) legacy qualifications have not found expression within the QCTO, and these two TBLA qualifications will not be migrated by the 30 June 2024 deadline.
This constitutes a major oversight on the part of the QCTO and Services SETA as there is a complete absence of targeted leadership and management qualifications on the QCTO at this point in time. Quality Leadership and Management are scarce, critical skills needed for business and government success. You can’t thrive in business without solid Leadership and Management in place.
WHAT THE TRUST-BASED LEADERSHIP ACADEMY IS DOING NOW:
The last date for registration of learners on the legacy Generic Management Level 4 and 5 remains 30 June 2024. Whilst this is the final date for registration, the completion date for these qualifications is 30 June 2027.
In consultation with representatives of the Services SETA, we have been advised to consult with our clients to encourage bulk registrations between now and 30 June 2024. The benefits of this course of action include:
- No disruption to the organisation’s leadership development strategy for the next 3 years
- Secured participation with a staggered roll-out over the next 3 years.
- Continuation of leadership development qualification & learnership for the next 3 years.
- Secured BBBEE and Section 12H Tax benefits for the next 3 years.
Whilst bulk registration before 30 June 2024 will require a concerted, co-ordinated effort on the part of Human Resources, we are committed to minimising this burden by providing the following additional services:
- Automation of Learnership Agreement Documentation to enable online completion.
- Automated capability for the uploading of compliance documentation, copy of Identity Document, Highest Qualification etc.
- Provision of a Commissioner of Oath to certify documents as required.
